  4.     President Bush proposes to spend $7.8 billion next year to
  5. reduce demand for and supply of illegal substances. But only about
  6. $1 billion of that is new money. The rest comes from existing
  7. programs or efforts for which the Administration has already sought
  8. funding. Highlights of his proposals:
  9.  
  10.     Increasing federal aid to state and local police by an
  11. unspecified amount for "street-level" attacks on the drug trade. 
  12.  
  13.     Encouraging states to crack down on drug users as well as
  14. dealers and to sentence nonviolent offenders to "alternative"
  15. punishments like boot camps or house arrest rather than to
  16. overcrowded jails and prisons. 
  17.  
  18.     Expanding treatment programs, including pilot efforts that take
  19. addicts out of drug-infested neighborhoods and help find them jobs
  20. and education. 
  21.  
  22.     Cutting off federal aid to schools, colleges and universities
  23. that do not implement drug education and prevention programs. 
  24.  
  25.     Tripling drug-fighting aid to Colombia, Peru and Bolivia to
  26. about $300 million a year.
